I am surprised how few people do not understand the budget process. Congress uses a base line budget. Every budget item has an automatic increase added varying from 2% to 8% calculated by the Congressional Budget Office. The increase is added to the last years budget item. No, not what that item spent, but what last years budget was. What they spent is not taken into account. Many do not need all their budget so they find ways to spend it so it will not affect future budgets.
When a conservative President submits a budget it usually cuts some of the increase and not really cutting the actual amount the item gets but merely the increase in the growth of their budget. So, when we hear cries from those in opposition, there really isn't any cuts, only a cut in the rate of growth.
